S2 Q&A Should I enroll before the DHS rule takes effect? Is it in force now?

No, it is not in force. As of October 20, 2026, the DHS rule that would replace "duration of status" (published July 17, 2026) is not in effect: a federal court postponed it nationwide on September 14, 2026, and DHS's appeal (filed September 30, 2026) does not put it into effect. Today's F-1 rules apply (D/S on the I-94, the 60-day grace period). We don't build your plan on predictions about the case; we build it on your own dates, and applying early is low-risk because an admission costs nothing and commits you to nothing.
