 Apply now, decide later: the application is free and nothing is due until you accept an offer, so waiting only costs you the admission. Once admitted you'll have a deposit deadline and, at most schools, installment plans [per Library]; if funding isn't there by then, you defer - a free application carries no penalty. I'll also note which schools don't require a job to apply. Does that plan work?
