My F-1 visa stamp is expired - can I still apply and transfer?

Yes. The visa stamp is only for entering the US; inside the country, what matters is your I-20 and SEVIS status. As long as you're admitted and your SEVIS transfers before your OPT or grace period ends, you stay fully legal. The expired stamp only becomes relevant if you travel abroad.
